I attended the April 7, 2026, Camden County Commission meeting at 10:00 a.m.

Commissioners Skelton and Gohagan were present.

The first agenda item was “Bid Opening – 260407 Campus Concrete.”

There was a long list of contractors who were contacted about the bidding, but the county received no bids.

The second agenda item was “Surplus Funds Request.”

The amount of the surplus was $22,231. The request was reviewed by the County Attorney and the Treasurer.

This was approved unanimously.

The third agenda item was “Marijuana Tax Payout- Request #2 from DOR.”

This was the second request that the Missouri Department of Revenue has made for Camden County to return marijuana county sales tax. This request was for $22,729.92.

The commissioners voted unanimously to send the sales tax money to DOR.

The final agenda item was “Joe McLiney to present NID information.”

Joe McLiney is the municipal advisor for Camden County.

According to McLiney, a developer had proposed to use a NID (Neighborhood Improvement District) to finance the road, sewer, water, and other infrastructure for their development.

McLiney pointed out that there was some risk to the county with any NID because a NID uses the county’s credit to borrow the money.

The NID money is paid back with an annual per lot assessment. The developer is motivated to pre-sell lots to buyers so the developer doesn’t have to pay as much of the assessment each year. If the developer or the individual buyers decide to walk away from the property or the project, the county is left holding the bag.

NID’s are paid back using a 20 year assessment, but can have road maintenance fees that continue forever.

McLiney recommended that a CID would be a safer bet for the county because the developer would have to get their own financing. The risk for a CID would be assumed by the developer and the bank. For obvious reasons, most developers would prefer a NID over a CID.

This presentation was simply an informational meeting for the Commission and I thought McLiney did a great job explaining the details.

And that was that.
